Unleashing Aspiration

The Government published its New Opportunities White Paper in January 2009. As well as general barriers to opportunity – such as low skills levels – there can be other obstacles to careers in certain high-status professions. To help ensure that everyone, including those on moderate and middle incomes as well as the wealthiest, has a fair chance to access careers in high-status professions, the government established a panel to work with the professions to identify obstacles including cultural barriers to access and how they can be removed. This 167-page report recognises that improving social mobility means giving everyone an equal chance to fulfil their potential. The Panel’s recommendations in the report should allow many more people to access higher education and stop rogue bosses exploiting unpaid interns. Leadership Briefings Issue 4.03 (39)
